For more background, last year Congresswoman Jennifer McClellan made history, and became Virginia’s first Black congresswoman, representing Virginia’s 4th Congressional District, which comprises the City of Richmond, parts of Henrico County, Petersburg and south toward the state line. Congresswoman McClellan has served in the state Senate since 2017, succeeding the late Congresswoman Donald McEachin, and before that she served 11 years as a delegate for the 71st District.
